PROGRAM OF THE ӘДІЛЕТ PARTY «FOR A JUST KAZAKHSTAN»

PREAMBLE

The adoption of Kazakhstan's new Constitution by national referendum on March 15, 2026, is an event of exceptional historical significance — one that has charted the fundamental course of our state's development for decades to come: the path of Justice, Law and Order, Cleanliness, Industriousness and Care for Nature, Creative and Responsible Patriotism, Science and Education, High Technology and Innovation, Inter-ethnic and Inter-confessional Harmony, and the development of National Culture and Civic Identity.

In the face of an unprecedented escalation of the geopolitical situation, the intensification of traditional threats and the emergence of new ones and global challenges, the readiness of our society — and above all of patriotic citizens with knowledge and experience in the sectors of socioeconomic activity our state most needs — has become a decisive factor. In other words, all the progressive forces of Kazakhstan must rally under the banner of the reforms of President Kassym-Jomart Kemelevich Tokayev. It was he who declared the paramount importance of transforming Kazakhstan into a progressive, civilised and developed state. There is no other path for us.

But let us be absolutely honest and candid before the people. Our society still harbours forces of inertia, stagnation, and archaism. The bearers and supporters of this essentially destructive force obstruct the fundamental renewal and modernisation of Kazakhstan. As a result, there is a risk of sabotaging the reforms by blocking their implementation, deliberately steering them towards false objectives, and discrediting them.

We support the reforms of the Head of State first and foremost out of deep inner conviction. We are like-minded people; we believe that Әділет is the party of new constitutional values, the party of common sense, the political pillar of the President's strategic course. We are duty-bound to translate the well-considered decisions of the highest political leadership into concrete actions aimed exclusively at positive change in people's lives. We are prepared to be held accountable for this work. It is precisely such bottom-up support for reform — through the direct participation of citizens who are genuine patriots and statespeople — that will lend the entire process of modernising and renewing our country a truly enduring and irreversible character.

This document is a framework document that sets out the ideological foundations of the party. On its basis, pre-election action programmes will be developed, containing specific initiatives, mechanisms, and timelines.

WHO ARE WE?

Әділет is, by its very nature, the political force of the generation of citizens whose worldview was formed during the years of the Independence of the Republic of Kazakhstan. We are not burdened by outdated stereotypes and the political legacy of past eras, of back-room party deals and unwritten 'rules of the game' handed down by authorities. We therefore begin with a clean slate, embarking on the construction of a state — a territory of Justice, Law-Abidingness, Care for Nature, Innovation, Harmony, and Progress.

We reject the archaic division into 'right' and 'left'. We assert the principles of reformist centrism and sound thinking in governance and public-political activity. We are convinced that effective, real-world politics in the modern world requires not doctrinal rigidity, but intellectual flexibility and the ability to synthesise the most advanced ideas in the pursuit of the common good.

Әділет advocates for the affirmation of the principle of accountability to society for all decisions, the rule of law, national interests, and common sense. We have grown up together with our country; we link our future and the future of our children and grandchildren to it, and therefore we clearly understand our personal responsibility for its further steady progress.

Әділет brings together recognised professionals in its ranks: teachers, doctors, scientists, entrepreneurs, lawyers, economists, and engineers. What has united us is not the pursuit of political privilege, but a shared commitment to serving society and a conscious need for real change.

We resolutely reject outdated practices whereby the nation's creative energy is squandered on fruitless empty talk, the search for scapegoats, and the pinning of labels. In our view, genuine patriotism is devoid of rhetoric — it manifests itself exclusively in concrete deeds and measurable results.

We have come into politics in order to transform our professional expertise into state decisions upon which the welfare of every family, the prosperity of our villages and cities, and the future of all Kazakhstan directly depend. Our goal is to replace the culture of slogans with a culture of accountability and competence.

OUR VALUES

At this modern historical turning point, when the world is gripped by systemic uncertainty, Kazakhstan needs a solid inner foundation and an ethical core capable of multiplying the nation's potential many times over. A country's competitiveness in the twenty-first century is determined not by raw resources and reserves, but by the moral and ethical foundation of society and the state. Әділет therefore chooses a politics of values based on the synergy of solidarity and creativity. As a platform for national identity and sustainable development, we affirm Justice, Patriotism, Responsibility, Industriousness, and Progress — universal values that unite a humanist message with Kazakhstan's dynamic modernisation agenda.

CORE PARTY PRIORITIES

Әділет asserts: values acquire political meaning only when they are embodied in institutions, norms, and procedures, and become an integral part of daily governance and public practice. Therefore, drawing on the values of Justice, Patriotism, Responsibility, Industriousness, and Progress, we define the following core priorities of our activity, providing a holistic vision for the continued steady development of the Republic of Kazakhstan.

Әділет regards the priorities set out above as a single field of political action, at the centre of which stand the politics of values, human dignity, the quality of institutions, and accountability to the country. For us, Kazakhstan's development is measured not by formal indicators but by the extent to which trust in the state is strengthened, the rules and laws become more honest, and opportunities for honest labour and citizens' participation in the fate of their country are broadened.

We will build our work on the union of values and practice, principles and mechanisms, public support and institutional action. Only this path can lend the reforms durability, the state maturity, and society confidence in the future.

Әділет is the party that turns values into institutions, ideas into actions, and citizens' trust into the strength of the state.

WHAT WE STAND AGAINST

For Әділет, it is fundamentally important to declare not only its constructive priorities, but also those destructive phenomena that we will oppose uncompromisingly, regardless of electoral cycles. Our enemy is not only such vices as corruption and crime, but also the deep-rooted flaws in the system of governance and public consciousness that poison the life of the nation and deprive it of its future.

In public administration, we declare an uncompromising fight against systemic simulation of activity. We oppose the 'flight from responsibility', where bureaucratic process replaces real results and the interests of citizens are sacrificed to departmental reports. We categorically reject destructive populism, inertial passivity, covert lobbying and sabotage, nepotism, and clannishness.

In the economy, we stand against the inertial raw-materials model and low labour productivity. We will combat the pernicious practice of 'budget absorption for absorption's sake', opaque spending, monopolies, and protectionism, which kill fair competition and entrepreneurial initiative, obstructing the growth of national prosperity.

In the social sphere, we oppose dependency, the abuse of support measures, and any practices that erode the value of labour and personal responsibility. We reject education without knowledge, a formal approach to upbringing, and indifference to family, motherhood, childhood, the older generation, and people with special needs. We declare war on the humiliation of human dignity — violence, discrimination, bullying, and exploitation.

In public life, we are against the archaisation of consciousness, social apathy, legal nihilism, and blind adherence to alien models of behaviour. We will resist attempts to undermine social unity, discrimination based on ethnicity, language, and religion, the destabilisation of secular foundations, and the spread of disinformation and fraud.

OUR COMMITMENTS

Political parties in Kazakhstan have conditioned voters to expect that promises exist in a parallel reality and are forgotten the day after polling. Әділет intends to build fundamentally different relations with society. We consider it important to clearly fix the rules we set for ourselves and to articulate our expectations of those ready to share the path of creative work with us.

How we will work

Honestly. We reject populism and will not promise the impossible. In a political culture where admitting a mistake is considered a weakness, systematic deception is inevitably bred. We choose direct and honest dialogue instead: if we make a mistake, we will acknowledge it, explain the reasons, and make corrections. Admitting a mistake is strength, not weakness.

Responsibly. We are convinced that the influence of representative power is directly proportional to the level of public trust in elected representatives. Every citizen will be able to approach our deputy and receive a substantive response within a reasonable timeframe. Deputies will regularly report to voters on every point of the programme.

Transparently. On the party's website and in its application there will be a digital monitoring dashboard where anyone can track the status of initiatives: what has been started, what has been completed, what has stalled, and why.

What we expect from supporters

Sincere engagement. We count on citizens who are prepared to invest their time, knowledge, experience, and energy in advancing constructive initiatives. Without the active participation of society, no political system can be sustainable.

Honest partnership. A strong state begins with citizens demanding things of themselves: respect for the law, conscientious fulfilment of duties, rejection of corruption, and careful stewardship of public spaces. We are looking for like-minded people who are ready to build a Just Kazakhstan in deed.

Substantive criticism. We ask to be judged by the direction of our movement and the quality of our decisions. Systemic change is a marathon, not a sprint. Anyone who promises the instant transformation of a country in a year is being dishonest. Healthy, constructive criticism is not a threat to us, but an opportunity to strengthen the party.

CLOSING ADDRESS

Kazakhstan stands before a historic choice that will determine the country's developmental trajectory for decades to come. The reforms of Head of State Kassym-Jomart Kemelevich Tokayev have set the strategic vector of development. The new Constitution has enshrined the fundamental principles of our existence. What remains is the hardest task — to transform these lofty principles into the daily practice and reality of every citizen. And this is not a utopia but a standard that dozens of countries have achieved while possessing far fewer resources and potential than our Kazakhstan.

Әділет appeals to all engaged compatriots who believe in the country's future. We are convinced: Kazakhstan will become a truly strong and progressive state only when justice permeates all institutions, when officials' accountability is unconditional, and honest labour is fairly rewarded. Our goal is to bring the sweeping transformations to their logical conclusion, making citizens' participation in the governance of the country real and effective.

At the heart of our philosophy lie the ideals of solidarity and creativity. We proclaim a new form of politics — ideocracy, the power of ideas and values rather than personal ambitions or private interests. We believe that it is ideas that change the world for the better, uniting people and channelling their creative energy in a constructive direction. We affirm justice as the highest value and consistently advance the principle of meritocracy — a system where success and power belong to the most worthy.

We reject the hierarchical vestiges of the past in favour of a flexible, networked model befitting the spirit of digital civilisation. Әділет is not a bureaucratic structure of functionaries, but an innovative social constructor. We are creating a platform that allows every passionate citizen to become a direct architect of their country's future.

We come to the people not with empty promises, but with a clear programme based on accountability and a readiness for practical work. Our path is the path of Law and Order, strong institutions and a fair economy, patriotic service and purposeful progress. We believe that the energy of millions of our compatriots is the main driving force of change.

We call upon all who care about the fate of the Homeland not to stand aside and to join our party.
