Effective Institutions

Әділет advocates for a model of governance in which the stability of the system is determined by the quality of institutions rather than the influence of particular individuals. Effective institutions must be built from the bottom up, with strategic coordination from the centre, taking into account the unique characteristics of regions and sectors, strengthening their strong points, and mitigating their weaknesses.

We support the further development of parliamentarism and the strengthening of representative power as a key direction of political modernisation. The new unicameral Kurultai and the regional maslikhats must become genuine centres for the protection of public interests. High-quality lawmaking, honest competition of ideas, open discussions, direct accountability to voters, and strengthened public oversight are the only path to a mature political system.

State personnel policy must rest on the principles of meritocracy, irreproachable reputation, and service to society. We advocate attracting representatives of the regions, entrepreneurs, experts, young people, and those with practical experience in solving concrete problems into public service.

A system where social mobility operates according to meritocratic algorithms and institutions are accountable to the people guarantees that the machinery of the state will serve citizens regardless of electoral cycles and political conjuncture.
