A Listening State in Action

Әділет supports the concept of a 'listening state' and will work purposefully to multiply its potential many times over. The state must not limit itself to the formal registration of complaints or the mere creation of communication channels. A genuinely 'listening state' is a system that perceives society's signal in a timely manner and promptly transforms it into administrative action with visible results for citizens.

We will seek to strengthen public oversight: mandatory public hearings, independent expert assessments, monitoring groups, and human rights initiatives must become the norm. This will ensure that all significant state programmes and projects are audited for compliance with the spirit and letter of the Constitution.

We welcome the digitalisation of public administration, which reduces the distance between citizens and the authorities and creates conditions for the constructive participation of society in decision-making at all levels — from the government to the rural district.

Әділет is introducing a new standard of political accountability: every party is obliged to honour its promises. We are initiating the practice of regular public reports to voters on every point of the programme. This approach must become the primary criterion of electoral credibility and the central element of Kazakhstan's political culture.
